My Lord Duke,
With reference to your Grace's despatch No.57 of the 16th of March, I have the honour to enclose copies of a letter from Marconi's Representative with regard to the erection of a high
power wireless telegraph station in Hong Kong.
I shall be glad to learn whether I may assume that there would be no objection to this Government making some agreement with the Marconi Company for the erection of such a station, and if so whether Your Grace can furnish any information to guide this Government in deciding as to the form which such agreement might
best take.

Referring to our conversation of this morning, I respectfully submit the following as a general outline of conditions under which we would be willing to assist in the development of wireless telegraphy in Hong Kong.
We are of course, prepared to furnish quotations and specifica- tions for the outright sale of the equipment of a station guaranteed
to render a stipulated service and to erect the plant either under contract or upon a cost plus percentage basis.
(2.)
We would join with local capital to finance the erection and
operation of a station under certain conditions, or
(3) We would ourselves finance the construction and operation of a station if our investment could be secured by an exclusive concession
